Drop Tablespace Including Datafiles Does Not Recover Space on Solaris 10 (Doc ID 356708.1)

Oracle Database - Enterprise Edition - Version 8.1.7.4 to 11.2.0.2.0 [Release 8.1.7 to 11.2]
Oracle Solaris on SPARC (64-bit)

Symptoms

Space is not released to the OS when a tablespace is dropped from the database.
After the instance is closed, the space taken by the files belonging to the tablespace is immediately released back to
the OS.

This would be the expected behaviour according to:

<NOTE:112218.1> - Space not Released back to O/S when Datafiles have been Dropped

when there are foreground processes hold the file(s) open. But in this situation there are only 2 background processes holding the file open: dbwr (expected) and smon (not expected). smon process is the one that causes the situation.
