Cannot call packaged procedure in VBScript when connected using Oracle ODBC driver by a user other than the packaged procedure owner. That user has all the priviliges to the procedure. The packaged procedure can be called in SQL Plus. It also can be called in VBScript with the same Oracle ODBC driver using the packaged procedure owner.
