Bi-directional Streams setup between 2 databases.
Propagation to the Primary of the physical standby fails with ORA-2068/ORA-1033
The problem persists only if the Primary and Physical Standby are on the same HOST.

ORA-02068: following severe error from DB1
ORA-01033: ORACLE initialization or shutdown in progress
