Symptoms

 

On a 10.2 database it is observed that when starting Streams capture (either for the first time or a restart) the capture process hangs for a long time before beginning to process records. 

From v$streams_capture,the stateof the process is 'DICTIONARY INITIALIZATION' and the wait event for the session is 'CONTROL FILE SEQUENTIAL READ'.  Also, there are a large number of rows in in the DBA_REGISTERED_ARCHIVED_LOG view.
