Symptoms
-- Problem Statement:
After upgrade to z/os 1.8, startup of the database fails with:
SQL> SQL> Connected to an idle instance.
SQL> ORACLE instance started.
ORA-24324: service handle not initialized
ORA-24323: value not allowed
ORA-03113: end-of-file on communication channel
SQL> Disconnected
Other problem symptoms that may also be observed
S0C4 abend
ORA-3135
