Symptoms

In a bidirectional Streams setup you get the following stack error when calling DBMS_STREAMS_ADM.MAINTAIN_SCHEMAS:

 

 
 

You retry the above procedure after removing current Streams setup via DBMS_STREAMS_ADM.REMOVE_STREAMS_CONFIGURATION but you get same error ORA-23621.
