Ultra Search Does Not Bring Back Equivalent Results With Content Search

Symptoms
-- Problem Statement:Customers getting different results when doing a query against known text documents.
For example:
1) I have a web source configured in Ultra Search that searches the OCS document repository.
2) I have a unique text string embedded in a pdf document and a word document.
3) When I search for the text string (same in both documents) the federated files component search (Content Services search) returns correctly two documents (pdf and word). The federated Ultra Search web search component only brings back one document (pdf).
