ORA-23312 'Not the Masterdef According to %' Error When Administering an Advanced Replication Group (Doc ID 463237.1)

Symptoms

When running operations such as DBMS_REPCAT.SUSPEND_MASTER_ACTIVITY or DBMS_REPCAT.DROP_MASTER_REPGROUP, the error ORA-23312 'not the masterdef according to %' is returned.  The commands are being run from the master definition site for the advanced replication group.
