Symptoms

Importing an XML template using the DBMS_AW_XML package from SQL*Plus fails without creating the AW.  The procedure ends with the error:

Success <Line 1, Column 1>: XML-20108: (Fatal Error) Start of root element expected.

But the same template import works when imported from AWM.
