Symptoms
When there is a hang situation for a long period of time, Oracle writes this message to the alert.log: "MMNL absent for %u secs; Foregrounds taking over".

If this is a hang situation during a shutdown (after MMNL is stopped) or during a database open (when MMNL is not yet started), messages are written to the alert.log every 5 minutes.
Changes
Any complete hang situations which take a long time trigger these messages.
