Symptoms

Clients that are configured to make a SHARED (not DEDICATED) connection to the database may
start to fail.  These errors would appear in the listener.log.

TNS-12518: TNS:listener could not hand off client connection
TNS-12564: TNS:connection refused
TNS-12602: TNS: Connection Pooling limit reached

Changes

 No changes necessary.  This is a resource depletion problem.
