Invalid Component After Upgrade From 10.2.0.2 To 10.2.0.3 (Doc ID 471149.1)

Symptoms

After applying patchset 10.2.0.3 on 10.2.0.2 software, the following component is invalid:

Re-running catupgrd.sql didn't help, and the following was reported.

Checking invalid packages, and trying to compile them manually didn't help either.
