Attempting to create a new database using DBCA.

Server is Windows 2003, and attempting to create database files on a NAS, or Windows 2003 server acting as a NAS, or possibly a remote drive mapped to the server.

Installation fails with errors similar to:

ORA-19504 failed to create file z:\oracle\system01.dbf
ORA-27040: file create error unable to create file.

Verified that permissions for the user exist in both locations and read/write access is available, but still getting errors with creating files on this mapped drive.
