ORA-28030 After Regenerating Wallet Password Using dbca

The application is configured to use LDAP authentication with the database.
The database wallet password was successfully regenerated in the past using dbca with cn=orcladmin and there were no issues.
Since that time, an Oracle Internet Directory (OID) realm password policy has been configured and enabled. The OID password policy expires passwords after 6 months, so near this time dbca was run again to regenerate the password. This succeeded but after this EUS users cannot login to the database, they get error:
ORA-28030: Server encountered problems accessing LDAP directory service
Attempts to follow <Document 403079.1> 'ORA-28030 After Database's OID Password Expired' fail at Step 3 with errors:
Unable to create database entry in the directory service.
TNS-4409: Directory service error caused by: oracle.net.config.DirectoryServiceException:
TNS-4405: General error caused by: oracle.net.ldap.NNFLException
Now dbca regenerate password can no longer be executed either.
