ORA-01426 'Numeric Overflow' Error When Configuring / Removing Streams When Streams Has Been Implemented With Declarative Transformations (Doc ID 558309.1)

Symptoms

When configuring Oracle Streams in 10.2 or 11.1 with declarative transformations to change schema name, table name, add or remove columns, etc, an ORA-01426 'numerical overflow' error can occur.  This ORA-01426 error can also happen when attempting to remove Streams by running DBMS_STREAMS_ADM.REMOVE_STREAMS_CONFIGURATION.

The declarative transformations were configured using the step_number parameter to dictate the order of transformation execution, and step numbers greater than 255 were used.
