Symptoms

When creating a Change Data Capture (CDC) hotlog change source using DBMS_CDC_PUBLISH.CREATE_HOTLOG_CHANGE_SOURCE, the following error is received:

ORA-31485: invalid database link
ORA-06512: at "SYS.DBMS_SYS_ERROR", line 79
ORA-06512: at "SYS.DBMS_CDC_IPUBLISH", line 599
ORA-06512: at "SYS.DBMS_CDC_PUBLISH", line 114
ORA-06512: at line 2

However, the database link name, which does not have a domain name appended to it, is valid and works.
