Symptoms
- Everything is scheduled via DBMS_SCHEDULER.
- All jobs are locked and cannot run.
- Two node RAC
- Jobs are hanging on both nodes because nothing is working for the DBMS_SCHEDULER at the window-times.
- gv$lock and gv$session_wait_history show:
