Multiple DBWR Not Used though DB_WRITER_PROCESSES is set (Doc ID 576888.1)

Symptoms

Only 2 DB writers are working, even though it is specified that  DB_WRITER_PROCESSES=20 to be used.  

Tried to set DBWRs to 4, but Oracle is picking 16 (cpus/8). This seems to be working correctly, but for some reason the working sets being utilized in the system are only serviced by 2 writers (0,16).
