Symptoms

Following an Oracle RELINK, a database instance startup fails with the errors:

   SQL*Plus: Release 10.2.0.2.0 - Production on Thu May 15 10:23:38 2008

   Copyright (c) 1982, 2005, Oracle. All Rights Reserved.

   Connected to an idle instance.

   SQL>
   ORA-27125: unable to create shared memory segment
   %SYSTEM-E-UNSUPPORTED, unsupported operation or function
   SQL>

A subsequent startup attempt fails with:

   SQL*Plus: Release 10.2.0.2.0 - Production on Thu May 15 10:28:30 2008

   Copyright (c) 1982, 2005, Oracle. All Rights Reserved.

   Connected to an idle instance.

   SQL>
   ORA-07217: sltln: environment variable cannot be evaluated.
   ORA-07217: sltln: environment variable cannot be evaluated.
   SQL>

These errors are then repeated in turn at each startup attempt.
