ORA-1075 Error While Connecting As Sysoper or Sysdg (Doc ID 579738.1)

Symptoms

Connecting as Sysoper fails with the following error. 

This has also been reported when connecting as Sysdg.  (i.e. sqlplus / as sysdg)

Changes

Trying to setup and use Sysoper privilege for the first time.
