srvctl start instance fails with PRKP-1001; srvctl trace shows error connecting to CRSD

Starting an instance of the RAC database fails with the following symptoms :

1. Starting the instance in srvctl fails

srvctl start instance -i mydb3 -d mydb
PRKP-1001 : Error starting instance mydb33 on node nod0070
CRS-0215: Could not start resource 'ora.mydb.mydb3.inst'.

2. Tracing srvctl shows the following characteristic message near the end of the trace:
error connecting to CRSD at [(ADDRESS=(PROTOCOL=ipc)(KEY=ora_crsqs))]
