Symptoms
Errors in the Alert.log indicate several errors:
ORA-00449: background process 'CJQ0' unexpectedly terminated with error 601
ORA-00601: cleanup lock conflict
ksvcreate: Process(m000) creation failed
The Trace file indicates:
ORA-00601: cleanup lock conflict
ORA-00450: background process 'CJQ0' did not start
ORA-00601: cleanup lock conflict
