Symptoms

-- Problem Statement:
On 10.3.0.2, When attempting to Synchronize the mobile client for Win32 which was installed by an MS WINDOWS USER WITHOUT the ADMIN RIGHT, the following error occurs when msync.exe is started outside c:\mobileclient\bin

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Install the mobile client for WIN32 in c:\mobileclient
2. Open an Msdos Box: cd \
3. msync.exe
