Rman Backup To Tape Fails With ORA-19511 When Using Veritas Netbackup (Doc ID 739563.1)

Rman backup to tape  fails with the following errors:

RMAN-00571: ===========================================================

RMAN-00571: ===========================================================
RMAN-03009: failure of backup command on CH06 channel at 09/21/2008 14:48:07
ORA-27192: skgfcls: sbtclose2 returned error - failed to close file
ORA-19511: Error received from media manager layer, error text:
VxBSAEndTxn: Failed with error:
The transaction was aborted.

The <install_dir>\NetBackup\logs\bpbrm\<date>.LOG file will show the following errors when attempting to contact bpdbm:
<2> logconnections: BPDBM CONNECT FROM x.x.x.x.2127 TO y.y.y.y.13721
<2> db_IMAGEsend: reset protocol_version from 0 to 1
<2> db_getIMAGE: db_IMAGEreceive: no entity was found 227
<16> pfi_validate_oracle_image: db_getIMAGE failed: no entity was found (227)


The <install_dir>\NetBackup\logs\bpdbm\<date>.LOG file will show the following errors when trying to lock the image file. This is where the bug occurs that causes the Status 227:
<2> image_db: Q_IMAGE_ADD_FRAGMENT (locking)
<2> db_get_image_info: fopen(<header_file>): Permission denied (13)
<2> image_by_backupid: cannot get image info... policy_1128152087_UBAK
<2> image_by_backupid: did not find host_1128152087
<2> bpdbm: request complete: exit status 227 no entity was found
