Attempts to Stop or Drop Streams Propagation Hang With 'Library Cache Lock' Wait Event (Doc ID 741725.1)

Symptoms

In a 10.2 Oracle Streams replication environment, attempts to stop or drop a propagation from a local Streams queue to a remote Streams queue hang with wait event 'library cache lock'. If the DBA_JOB that runs the propagation is broken and the jnnn job queue process that is currently running the propagation is killed at the operating system level, then attempts to stop or drop the propagation are successful. However, if the propagation is recreated, the exact same problem surfaces, i.e. attempts to stop or drop the propagation hang with wait event 'library cache lock'.
