Symptoms

[1] required_checkpoint_scn is not moving forward.
A restart of the Capture process will therefore need to go
back further than desired. This may result in substantial
remining of data which is undesirable. 

additionally,

[2] the Capture process is slow to mine logs.

Related relevant patches applied :
- <bug 5770059> (fixed in 10.2.0.4) and, at the time of the issue the patch for
- bug 6154377.  This fix has subsequently been withdrawn and is superceded by :
<Bug 8267348> (fixed in : 10.2.0.4.1 PSU) ; i.e ensure that this later patch is applied.
