Symptoms

ORA-15021 for "__shared_pool_size" while starting ASM instance

-- Steps To Reproduce:
After an ASM instance is started using an spfile and sga_max_size is set, change shared_pool_size value dynamically in either memory or both.

alter system set shared_pool_size scope=memory;
alter system set shared_pool_size scope=both;
