While running the gather stats job as an external database user "OPT$ORACLE" received the following error:
SQL> exec sys.dbms_scheduler.RUN_JOB('SYS.GATHER_STATS_JOB');
ERROR at line 1:
ORA-27476: "SYS.GATHER_STATS_JOB" does not exist
ORA-06512: at "SYS.DBMS_ISCHED", line 150
ORA-06512: at "SYS.DBMS_SCHEDULER", line 441
ORA-06512: at line 1
The same job runs fine when it is run by a normal DB oracle user. The external user "OPT$ORACLE" has execute privileges on dbms_scheduler. It also has EXECUTE ANY PROCEDURE, EXECUTE ANY PROGRAM privilege assigned.
