Symptoms
++ Shared server has been configured for database
++ SQLNET.RECV_TIMEOUT parameter is set in the sqlnet.ora file located on the server hosting the database
++ Dedicated connections coming in from the application, timeout when left idle for more than the value set for SQLNET.RECV_TIMEOUT
++ Where as connections established to the database via the dispacthers do not time out when left idle for more than the value set for SQLNET.RECV_TIMEOUT
++ The status of such sessions are seen as 'INACTIVE' in v$session view and due to a number of such inactive sessions the sessions limit at the database level is seen to hit intermittently
