RDBPROD: ENQLM 32767 sometimes used as effective limit

Symptoms
A process using Oracle Rdb may abort due to exceeded ENQLM quota. In some cases, there may be an EXCEEDED QUOTA message, in other cases a bugcheck.
Monitoring a process may also show the available ENQUEUE quota decreasing to the point where it has been or is about to be exhausted. The process may be checked with
or by using one of the quota watcher DCL procedures (see Doc ID 863180.1 or Doc ID 406047.1).
If a bugcheck has been generated, see Doc ID 65352.1 for instructions on identifying quota problems.
Having identified an ENQLM problem, why does this occur for a process where the limit was specified as 32767, or "virtually unlimited"?
