Symptoms
You are attempting to execute utlrp.sql or finish creating your Database Installation and you notice that the compile of the objects seems to have hung up.
You execute an AWR report and notice that:
utl_recomp.recomp_serial or BEGIN utl_recomp.recomp_parallel
are the top events in:
SQL ordered by Elapsed Time
SQL ordered by CPU Time
SQL ordered by Gets
SQL ordered by Reads
Changes
You are compiling objects or creating a new database.
