Symptoms

Alert.log shows errors :

CJQ0 started with pid=48, OS id=24250
Setting Resource Manager plan SCHEDULER[0x260F4]:DEFAULT_MAINTENANCE_PLAN via scheduler window
Setting Resource Manager plan DEFAULT_MAINTENANCE_PLAN via parameter

....

Errors in file /xxx_cjq0_24250.trc:
ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded
