Symptoms

DataPump export fails with following errors:

ORA-39127: unexpected error from call to export_string
:=LBACSYS.LBAC_UTL.schema_info_exp('<SCHEMA>',1,1,'10.02.00.01.00',newblock)
ORA-06550: line 1, column 12:
PLS-00201: identifier 'LBACSYS.LBAC_UTL' must be declared
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored
ORA-06512: at "SYS.DBMS_METADATA", line 5419
