CTX_DDL.OPTIMIZE_INDEX REBUILD fails with ORA-00439: feature not enabled: Partitioning

On a STANDARD EDITION database, optimizing a Text index with REBUILD option fails with following errors:

SQL> begin
2 ctxsys.ctx_ddl.optimize_index(idx_name=>'TextIndex',optlevel=>'REBUILD');
3 end;
4 /
ERROR at line 1:
ORA-20000: Oracle Text error:
DRG-50857: oracle error in drvddl.IndexOptimizeRebuild
ORA-00439: feature not enabled: Partitioning
ORA-06512: at "CTXSYS.DRUE", line 160
ORA-06512: at "CTXSYS.CTX_DDL", line 740
ORA-06512: at line 2

Optimizing a Text index with FAST or FULL options works:

SQL> exec ctxsys.ctx_ddl.optimize_index('TextIndex','FAST');

PL/SQL procedure successfully completed. 

SQL> exec ctxsys.ctx_ddl.optimize_index('TextIndex','FULL');

PL/SQL procedure successfully completed.
