ORA-13209 Internal Error While Reading SDO_INDEX_METADATA Table While Creating Spatial Index (Doc ID 839424.1)

Symptoms

Attempting to rebuild a spatial index gives the following errors:

create index <index name> on <table>(<column>)
indextype is mdsys.spatial_index;

ORA-29855: Error occurred in the execution of ODCINDEXCREATE routine
ORA-13249: Internal error in Spatial index (
ORA-13209: Internal error while reading SDO_INDEX_METADATA table.
ORA-29400: data cartridge error
ORA-00904: "SDO_RTREE_ENT_XPND". Invalid Identifier
ORA-06512: at "MDSYS.SDO_INDEX_METHOD_101", LINE 10
