Unable To Start The Database With OUTLN Schema Dropped ORA-01092& ORA-18008

After dropping the OUTLN schema, starting the database fails with the following error:

SQL> startup upgrade
ORACLE instance started.

Total System Global Area 417546240 bytes
Fixed Size 2138304 bytes
Variable Size 251662144 bytes
Database Buffers 150994944 bytes
Redo Buffers 12750848 bytes
Database mounted.
ORA-01092: ORACLE instance terminated. Disconnection forced
Process ID: 29043
Session ID: 115 Serial number: 5

The alert.log of the database shows:

Errors in file /apps/software/oracle/diag/rdbms/dwhdba/dwhdba/trace/dwhdba_ora_18921.trc:
ORA-18008: cannot find OUTLN schema
Error 18008 happened during db open, shutting down database


The OUTLN schema has been dropped before the database bounce.
