Symptoms
- ALTER TABLE <table_name> ENABLE TABLE LOCK; appears to hang indefinately taking a significant amount of time if it ever completes
- ALTER TABLE <table_name> DISABLE TABLE LOCK;works fine
- While waiting for the "ENABLE" to complete, considerable waits for 'enq: TX - contention' is noticed.
