Symptoms

This note describes a particular case of a problem and the steps that were taken to resolve it.  Please note that these resolution steps may not work for every case of the problem described below.

Streams queue-to-queue propagation from a source database to an 11g RAC target database fails with:

ORA-25333: Buffered Queue to Queue propagation did not connect to the correct instance
ORA-02063: preceding line from <target database global name>

This occurs even where only one instance of the target RAC database is running.  There are multiple propagations configured from different capture queues on the source to different target queues on the target.  Also, inspection of the source alert log shows that the Combined Capture and Apply (CCA) optimization has been automatically configured by Streams.  The process throwing the error on the target is the CCA receiver.
