ORA-02097 and ORA-00439 When Setting FAST_START_MTTR_TARGET To Value 300 (Doc ID 951835.1)

When setting the FAST_START_MTTR_TARGET with alter system to 300 (seconds) this returns ORA-02097 and ORA-00439.

No changes. Just trying to set the parameter that was not set manually before.
