Goal

There might be situations where Spatial/Locator (the MDSYS database user) has been deinstalled from the database however Oracle Multimedia/interMedia is still installed. As Oracle Multimedia/interMedia expects Locator to be installed whenever Oracle Multimedia/interMedia is installed and to avoid potential issues during upgrades/patching, the Oracle Locator part should be installed.
