Symptoms

"ORA-04023: Object SYS.STANDARD could not be validated or authorized" is received in under one of the following scenarios :

 

1. When attempting to run pre-upgrade utility script utlu###i.sql from Target Database Environment.

2. When attempting execute to STARTUP UPGRADE

3. When executing DBUA

4. Upgrade to 12c
