Symptoms
On OTM Version 5.5.05.02, Find that a Shipment Group Agent set to listen for Shipment Group - Modified event, is getting triggered as many times as the number of shipments being added or removed from it

Expect that the Shipment Group Agent only triggers once
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Create a Shipment Group agent triggered by 'SHIPMENT GROUP - MODIFIED'.
2.Create a shipment group with 2 shipments within.
3. Add 2 shipments into the group (At the same time).
4. View the logs to determine how many times the agent triggers.
