Alerts Link Not Available for Some FTI User Roles (Doc ID 1052103.1)

Symptoms

On OTM Version 5.5.05.05, Find that users with DEFAULT as OTM role and OPERATIONAL as Transportation Intelligence role, do not see the Alerts menu item under Transportation Intelligence section
However when the same user's role is set to ADMIN, the menu item Alerts is shown
Expected Behaviour

Expect that the user with DEFAULT role also sees the Alerts menu Item under Transportation Intelligence

Steps to Reproduce
------------------------------
The issue can be reproduced at will with the following Steps
1. Set up an OTM user with DEFAULT as user role and the Transportation Intelligence role, OPERATIONAL
2. Log on as that user and click on the Menu, Transportation Intelligence, there is no Alerts menu under this
3. Change the user role for the same user and set it to ADMIN
4. Log out and log back in and go to the menu, Transportation Intelligence and there is a menu item Alerts now
