Symptoms
On OTM version 6.0
When attempting to add a new stop to a shipment there is no Add Stop button in 6.0 in the Shipment Stops tab. When attempting to add a stop via the Actions menu the following error occurs.

Shipment xxx.01007 is not fleet shipment, can not perform this action.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Log onto an OTM 6.0 system.
2 - Navigate to: Shipment Management > Shipmnet Management > Buy Shipment.
3 - Search for a Shipment.
4 - Click on the Stops tab.
5 - There is no button to add additional stops.
6 - Click on Actions > Shipment Management > Change Shipment Stops > Insert Non Freight Related Stop.
7 - The error is displayed.
