Release Instruction XML is Processed but no Order Release is Created (Doc ID 1060104.1)

Symptoms

On OTM Version, 6.0.2, Find that a release instruction via integration, is not getting processed and this causes Order Bases not to be released.
When the release instruction is manually processed from the User Interface, the Order base is released

Expect that the release instruction via integration is processed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Order base with a line and the IsShippable field Unchecked
2. Then send in a Release Instruction via integration
3. See that the release instruction XML is processed but there is no activity of the Order Release being created.
