Need to Enter Neutral Timecards for Contingent Workers (Doc ID 1061276.1)

Goal

We need to enter timecards for Contingent Workers but we don't use Projects nor Purchasing and we don't have Payroll. Is there anyway to enter hours against the Contingent Worker only without entering Hours Type or Project, Task and Type?
