BI Publisher Field Alignment Of Justify Not Working With PDF Output

Symptoms
In Bi Publisher you have created an RTF template with a number of fields.
One of those fields is a freeform text field.
In the template the field is given an alignment of 'Justify'
On previewing the template with RTF output it justifies correctly.
However, when previewing with PDF output the justification does not work, the last line
has the words spaced out across the width of the report.
