How to troubleshoot APP-FND-02950 while starting forms with NLS Languages ?
After you logged on for example using Arabic and selecting a Forms Responsibility, the Forms start is failing
with following error:

Note: Sometimes error "APP-FND-02950" do not appear and forms applet load but no forms are being displayed.
