Symptoms

Find performance problem in Transaction open interface.
Use transaction open interface for Miscellaneous issue transactions.
Take very long time compared with Miscellaneous receipt transactions.
Notice expensive query on mtl_onhand_quantities_detail.

Steps:
1. Insert records in MTL_TRANSACTIONS_INTERFACE MTI for Miscellaneous Issue transactions.
2. Run Transaction Manager
