Symptoms
On OTM Version, 5.5.05.06, Find that when using a custom currency exchange rate, the Shipment costs Total Actual Cost and Total Weighted cost differ. While the total weighted cost is correct, the total actual cost is wrong
EXPECTED BEHAVIOR

Expect that the total actual cost and total weighted cost are the same
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a custom currency exchange rate between USD and another currency
2. Set up a rate to use this exchange rate to cost a shipment per equipment
3. Plan an order using this rate and see that the Total Actual cost and Total weighted costs are slightly different
